PROJECTION USING STATE SHORT AND LONG TERM MIGRATION AVERAGES
This method of projection uses Year 2000 average birth and death rates,
and the 1995-2000 inmigration and outmigration rates for the Short Term projections,
and averages of the 1985-1990, 1995-2000, and 1995-2000 for the Long Term projections.
